Decision taken by the Cabinet Member on 2 September 2016:

That the Instrument of Government for the governing body of Randolph Beresford Early Years Centre and Vanessa Nursery Federation, as set out in Appendix 1 of this report, be made, coming into effect from 5th September 2016.

2.

That Mrs Francine Douglas-Home is nominated for re-appointment as LA Governor for St Paul’s Church of England Primary School for a four year term.

Passenger Transport - Notice to Terminate Inter-Authority Agreement pdf icon PDF 193 KB

Decision:

Decision taken by the Cabinet Member on 16 September 2016:

1.    That the notice to terminate the agreement is given immediately by Hammersmith and Fulham to terminate the Inter Authority Agreement and the shared service arrangement with Royal Borough of Kensington and Chelsea and Westminster City Council pertaining to contracted transport provision.

 

2.    That the Cabinet Member for Children and Education, Councillor Sue Macmillan, delegates authority to the Director of Commissioning (Children’s Services) to progress the termination of this agreement.

4.

Phoenix High School – Conversion to Academy Status pdf icon PDF 227 KB

Decision taken by the Cabinet Member on 12 August 2016:

That the Cabinet Member grant approval for the Council to enter into a Commercial Transfer Agreement transferring the school’s assets and contracts from Phoenix High School to Future Academies.

 

The recommendation cannot be acted upon until the formal funding agreement has been entered into between Future Academies and/or the Academy Trust with the Secretary of State.

6.

Decision taken by the Cabinet Member on 22 September 2016:

1.1.       Approval is given to appoint Mitie Property Services Ltd to act as Principal Designer (PD) under the provisions of the Construction (Design and Management) Regulations 2015 (hereafter referred to as “CDM 2015”) for the remainder of the Repairs & Maintenance Term Partnering Contract (TPC) until 2023, and for the remainder of the measured Term Contract for Planned Preventative Maintenance (PPM), which expires November 2016.

 

1.2.        The fee percentage of 0.15% for projects £10m & above and  0.23% submitted by Mitie which, for 2016/17, equates to approximately £97,400 on estimated contract spend (capital and revenue) of £42,354,000 be approved.  Total contract spend over the full term is estimated at £292m resulting in fees of approximately £671,600.

 

1.3.        A waiver of the competition requirements contained in the Council’s Contract Standing Order (CSO) to carry out a tender exercise be approved.

 

7.

Decision taken by the Cabinet Member on 20 October 2016:

1.1       An order be placed with Northgate Public Service (NPS) through the Council’s existing contract with  Hammersmith and Fulham Bridge Partnership (HFBP) for the back scanning of the Housing Management files for the South of the Borough up to a cost of £75,337.

 

1.2       That this order be funded from existing IT budgets in the Housing Revenue Account.

A Public Spaces Protection Order (s59 Anti-social behaviour crime and policing act 2014) for the area shown in the report and with the wording of the attached draft PSPO be approved

9.

It was agreed that:

1.    CPZ E parking controls be changed to operate from Monday to Sunday, 9am to 8pm with a 2 hour maximum stay.

2.    Controls in the larger section of CPZ B (as detailed in appendix 6), be amended to operate from Monday to Sunday, 9am to 7pm with a 2 hour maximum stay.

3.    The remaining area of CPZ B to be created as a sub section referred to as CPZ BB with no changes to existing controls.

4.    The boundary of CPZ A and E be amended, so that both Lily Close and More Close and the appropriate properties become part of CPZ A.

·         Monday to Thursday £400 (1/2 day inc Vat)

·         Friday and Saturday £500 (1/2 day inc Vat)

It was agreed that:

1.1.       Approval be given to the placing of two orders for road improvement works.  The main construction works are to be carried out by the Councils Principal Highways Contractor (F.M.Conways) and Transport for London’s Traffic Signals Contractor (Telent).

1.2.        The proposed design of the Junction at New Kings Road and the zebra crossing near Peterborough Road as shown on the plan attached in appendix A and described in Section 5 of the report be implemented. The cost of these improvements are £90,000 and are to be fully funded from the London Mayor’s LIP funding allocation for 2016/17.

1.3.        The proposed design of the raised entry on Broomhouse Road as shown on the plan attached in appendix A and described in Section 5 of the report be implemented. The cost of these improvements are £20,000 and are to be fully funded from the London Mayor’s LIP funding allocation for 2016/17. These improvements form part of the Borough 20mph Speed Limit scheme as approved by Cabinet on 9th March 2016.

A direct award be made to BBFI Ltd (Company Registration No. 06685005) (trading as Blue Badge Fraud Investigation) for the provision of blue badge investigation and enforcement services for a 12 month period commencing on 1 September 2016 in a notional value of £65,000.

16.

Resetting and Repair of Vandalised Memorials at North Sheen Cemetery pdf icon PDF 125 KB

It was agreed that:

1.1.       A waiver of the Contract Standing Orders of the requirement to seek competitive bids for the resetting and repair of memorials affected by the vandalism be approved for the reason set out in this report.

 

1.2.        A contract be awarded to CJ Jordon & Son for the approximate sum of £36,960 to enable all memorial stones affected to be reinstated as quickly as possible.
