Vehicle emissions are one of the biggest contributors to carbon production across the borough . As such, the Council is striving to encourage the switch to electric vehicles as far as possible by aiming to have the most electric vehicle charge points in London before the end of 2021/22 (increasing from 580 to 2,000 charge points). This is vital to achieving the Council’s target of net zero carbon by 2030 and the work must be started immediately to achieve this target.

Reason for urgency:
The expeditious commencement of the stabilisation work with mitigate a range of reputational, health & safety, legal and financial matters for the Council. It will also ensure compliance to the recommendations of the CCSO that the work to stabilise the Bridge must be completed as soon as possible.

It is proposed that this is an Urgent Leader's Decision Report as the standard governance process implies that the earliest decision point would be 6th December. This combined with the call in governance arrangements and the impending seasonal holiday period could delay the commencement of the work well into the start of the new year.

The Urgent Decision would allow the work to commence well before the calendar year end.
