Delays in signing Access Agreements with these local authorities, in particular Birmingham City Council, will impact on the income that the Council derives from the LBHF JV Ltd as there is a risk that local authorities may choose another supplier or that services will not start in the current financial year. Delegated authority to Lisa Redfern, Strategic Director for Social Care and Public Service Reform, to sign the Access Agreements, in consultation with the Cabinet Member for Finance and Commercial Services, on behalf of the Council is therefore sought as a matter of urgency
