Notice of proposed decision first published: 24/01/2019

Reason for urgency:
There are a number of local authorities who wish to sign an Access Agreement with the Council in order to purchase ethical debt products from LBHF Joint Ventures Limited. Delays in signing Access Agreements with these local authorities, in particular Birmingham City Council, will impact on the income that the Council derives from the LBHF JV Ltd as there is a risk that local authorities may choose another supplier or that services will not start in the current financial year. Delegated authority to Lisa Redfern, Strategic Director for Social Care and Public Service Reform, to sign the Access Agreements, in consultation with the Cabinet Member for Finance and Commercial Services, on behalf of the Council is therefore sought as a matter of urgency

Leader's Urgent Decision - The Direct Award Of A Contract To Harrow Commercial Services For The Provision Of A Meals On Wheels Service

Decision maker:  Leader of the Council

Decision:   Before 1 Mar 2019

Lead officer:  Julius Olu

Decision status:  Recommendations Approved

Notice of proposed decision first published: 22/01/2019

Reason for urgency:
The Council currently has in place a one-year service contract directly awarded to Sodexo Ltd for the provision of a hot home meals and frozen food delivery service.

The contract was issued on 8 April 2018 and is due to expire on the 7 April 2019. Sodexho have expressed that they do not wish to continue delivering the service.

Harrow have expressed an interest in taking over the meals service from 8th April 2019.

In order to ensure that vulnerable residents of H&F continue to receive their meals beyond 7th April 2019 we are now seeking approval for an exemption to the council standing orders and procurement procedure to make a direct aware of contract for a 2-year period to Harrow. This will enable officers to carry out a full review of the meals services and consider what options and recommendation to put forward for a future meals service.

There is also not enough time to run a procurement exercise before the 8th April 2019.

The value of the service is above £100,00

Anticipated restriction: Open  -
