The Pan-London Vehicle (PLV) for Commissioning
will be a new legal entity that will aim to bring the strategic
weight of London’s commissioning to influence the children's
placement market to stimulate new provision and improve value for
money. The PLV will be a company limited by guarantee and owned by
its member Local Authorities.
