Reasons for urgency:
A Leader’s Urgent Decision is required so the changes can be made at the earliest opportunity to deliver the maximum savings and service improvements. A Cabinet decision could not be implemented before the end October 2017, but Hestia can implement the changes from 4 September 2017. Implementing the changes from 4 September 2017 rather than at the end of October 2017 will deliver an additional £9,608 savings in 2017-18.
