This report seeks
approval to implement a new discretionary emergency payment scheme
from 1 April 2013 , following the transfer of responsibility from
the Department of Works & Pensions.
It is proposed that this is operated as a tri-borough service,
administered on behalf of Hammersmith & Fulham and Westminster
City Council by the Royal Borough of Kensington & Chelsea.
