02/02/2023 - Procurement Strategy for Property and FM Hard Service to Procure a Mechanical Maintenance Contract for its Corporate Estate ref: 4567    Recommendations Approved

Property and FM require now to go out to market again to renew its mechanical maintenance contract required to maintain the corporate’s estate mechanical assets and meet its statutory obligations. Property and FM are looking to procure a new 5 (3+2) year contract with a specialist supplier to maintain its heating, cooling and other mechanical systems as its current contracts have now come to an end.

Decision:

1.    To procure a mechanical maintenance specialist contractor for Hard FM via Capital E Source, on an open market tender. Contract would be a 5-year (3+2) contract with a break clause in year 3 in case of poor performance and delivery. Contract is valued at £180k per annum totally £900k for the potential 5-year duration of the contract.

 

2.    To note that the contract would be a fully-inclusive (consumables included) covering statutory planned maintenance and remedials as well as breakdown repair for disciplines covering Heating (boiler, heat source pumps, pressure vessels and heat distribution system); Cooling (HVAC, AC units and refrigeration); Hot water systems as well as BMS (Building Management Systems) Controls.

30/01/2023 - Specialist Co-Located IDVA Service and Criminal Justice Case Progression Performance and Review Coordination Service ref: 4568    Recommendations Approved

Contract award for provision of a Specialist Co-Located Independent Domestic Violence Advocacy (IDVA) Service, with IDVAs co-located in children's social care, housing and criminal justice services. The contract is due to commence on 1st April 2023 and run for two years, with the option to extend for a further two years.

2.    Approves the recommendation to not award the contract for Lot 1 and instead to bring this service in-house for two years (total two-year service value of £400,000), effective from 1 April 2023.

 

3.    Approves the award of the contract for Lot 2 to Standing Together Against Domestic Abuse for a period of two years with the possibility to extend for two 12-month periods (total maximum four-year contract value of £100,000), effective from 1 April 2023.

30/01/2023 - Award of Hammersmith & Fulham Council's Integrated Substance Misuse Service contract ref: 4566    Recommendations Approved

1.    Approves the award of a contract to Turning Point for the delivery of an integrated substance misuse service (to include drugs, alcohol and smoking cessation), for an initial three-year period from 1st April 2023 to 31st March 2026. This will include the option to extend for a further two periods of two years (up to seven years in total). The value of the initial three-year term is £8,775,000.

23/01/2023 - Direct Award of Contract for Minterne Gardens Extra Care Service ref: 4565    For Determination

The decision is to agree that the Contract with Housing 21 will start from February 2023 until 31st March 2027.

The decision is to agree that the total value of the four-year Housing 21 Minterne Gardens contract is expected to be £3,919,566.

The service is based on a core and flexi model which fits around resident’s needs. This contract will provide a consistent and sustainable Extra Care Service for resident of the borough, which promotes independent living, enabling them to remain in their own home for as long as possible and reduces the need for more expensive residential care.

20/01/2023 - Award of H&F Non-Residential Property Water Contract to Water Plus 2023 - 2027 ref: 4564    Recommendations Approved

Direct award required through New Laser Framework which Laser have ruthlessly benchmarked and completed detailed analysis of top water suppliers which all meet high industry standards. LBH&F have selected Waterplus on best value, continuity of service, excellent customer service and added in-house capabilities, and accurate quality reporting.
