Decision relates to the award of a Works /
Optimisation Service (WOS) contract for retrofitting and
decarbonising H&F assets (incl. replacement of gas boilers with
ASHPs).
This decision follows the procurement strategy taken to Cabinet on
18th July 2022 and the Cabinet report (requesting approval for
authority to award the contract to be delegated to relevant the SLT
Director, in consultation with the Cabinet Member) on 6th March
2023.
The WOS contract will be used for the installation of Energy

Reason for urgency:
To allow the council to consider and complete the acquisition of residential properties that are “on offer” to the council for a limited period of time, as well as those currently on the open market. It will also enable the council to maximise use of Right to Buy receipts and other time limited funding sources (such as GLA grant) for the acquisition of property.
