That the Leader and Cabinet Member for Health and Adult Social Care grant a waiver from the usual tendering requirements of Contract Standing Orders (CSO) on the grounds of extreme urgency and because this is in the Council’s overall interests, as provided for in CSO 3, in relation to the Young People’s Wellbeing Service.
2. That the Leader approves a direct award of contract to Turning Point from the date of agreement by the Leader (subject to expiry of call-in period) to 31 March 2021 at the contract price set out in the exempt appendix.
