Full Council consists of all 50
elected councillors and usually meets five times a year to take
major budgetary and policy framework decisions. The Council must
consider certain high-level strategic plans, including the Crime
and Disorder Reduction Strategy, Community Strategy, and Local
Development Framework. In February Full Council agrees the annual
revenue and capital budgets which sets the level of Council Tax for
the forthcoming Municipal Year (from May to April).
