Approval To Waive Contracts Standing Orders And Seek A Sole Tender From The Cornerstone Partnership To Improve Foster Carer Recruitment pdf icon PDF 402 KB

Decision:

Decision taken by the Cabinet Member on: 20 November 2015

 

1.      That approval be given to waive Contracts Standing Orders and seek a sole tender from The Cornerstone Partnership to deliver 25 new foster carers and other related key deliverables.

2.      Following a positive evaluation of the above tender, it is also recommended that, The Cornerstone Partnership be awarded a contract for the performance of these services up to 30 September 2016 and for a sum of no more than £90,000.  The contracting authority will be Hammersmith & Fulham.

3.      The primary outcome from the contractis to recruit 25 new foster carers who can meet the placement needs of local looked after children as reflected in a profile of children requiring placements. All in-house recruitment and assessment social workers will be trained and coached in new techniques to recruit, assess and support prospective carers to improve the rate at which those who enquire about becoming a foster carer, progress to becoming approved carers working for the in-house service.

4.      To note that the Children’s Commissioning and Contracts Board will be asked to review the success and progress of the proposed contract in March 2016, along with recommendations for a longer term strategy to maximise the effectiveness of fostering recruitment and assessment.

That the following LA Governor nomination be made:

 

That Cllr Max Schmid is nominated for appointment as LA Governor for ARK Conway Academy for a four year term.

Approval Of Langford Primary School Academy Conversion pdf icon PDF 179 KB

Decision:

Decision taken by the Cabinet Member on: 24 December 2015

 

1     To approve the Council granting a 125 years lease of Langford School to United Learning Trust in accordance with the Academies Act 2010. 

 

2     To approve the Council entering into a Commercial Transfer Agreement transferring the schools assets, contracts and staff from Langford Primary School to United Learning Trust. 

 

3     To approve the arrangements for the site manager’s house.

 

These recommendations are dependent on the formal funding agreement between United Learning Trust and the Secretary of State.

DCLG Bid - Community Organisation Recycling/Reduce/Re-Use Engagement (Core) pdf icon PDF 227 KB

That authorisation to spend the £74,000 DCLG grant on a recycling incentive scheme in LBHF be agreed.

Decision:

Decision taken by the Cabinet Member on: 11 December 2015

 

1.      To fund a consultant for 3 months, at a cost of around £35,000, to develop a business case that sets out options and costings for a BI operating model for LBHF.

 

2.      To meet the shortfall in funding for the Head of BI post for 2015/16, at a cost of £15,000, created by the loss of income (£30,000 year) from the pilot..

 

3.      To fund four graduate attachments for a year, at a cost of around £24,000, to provide additional capacity and free up existing capacity to focus on higher value work, service development and commercial activities.

 

4.      Tha the remaining underspend (£36,000) is held, pending the development of the  business case, for any potential investment in LBHF’s BI service.  The target is to present the business case to Cabinet in January 2016.

'Better Junctions' - Hammersmith Gyratory Consultation pdf icon PDF 207 KB

1       To endorse the partnership and the work officers have been undertaking with TfL in the design and consultation stages of the project, and to endorse the continued work with TfL on the project.

 

2.      For officers to prepare a detailed response on the TfL consultation for the PAC committee to approve if appropriate.

 

3       That approval is given to co-brand the Hammersmith Gyratory ‘Better Junction’ consultation with TfL, in line with the  Council’s corporate identity branding guidelines.
