Declarations of Interest If a Councillor has a disclosable pecuniary interest in a particular item, whether or not it is entered in the Authority’s register of interests, or any other significant interest which they consider should be declared in the public interest, they should declare the existence and, unless it is a sensitive interest as defined in the Member Code of Conduct, the nature of the interest at the commencement of the consideration of that item or as soon as it becomes apparent.
At meetings where members of the public are allowed to be in attendance and speak, any Councillor with a disclosable pecuniary interest or other significant interest may also make representations, give evidence or answer questions about the matter. The Councillor must then withdraw immediately from the meeting before the matter is discussed and any vote taken.
Where Members of the public are not allowed to be in attendance and speak, then the Councillor with a disclosable pecuniary interest should withdraw from the meeting whilst the matter is under consideration. Councillors who have declared other significant interests should also withdraw from the meeting if they consider their continued participation in the matter would not be reasonable in the circumstances and may give rise to a perception of a conflict of interest.
Councillors are not obliged to withdraw from the meeting where a dispensation to that effect has been obtained from the Standards Committee. |

Decision: The Committee has considered an application to vary the premises licence and amend, replace and remove some conditions at Annex 2 of the existing Licence under the Licensing Act 2003 (“the Application”).
In summary, the Committee has decided, after taking into account all of the individual circumstances of this case and the promotion of the four licensing objectives to
1. Grant the application in part as follows;
Performance of live music – indoors only Sunday to Thursday 18:00 - 00:00 Friday to Saturday 18:00 - 01:00
Performance of recorded music – indoors only Sunday to Thursday 10:00 - 00:00 Friday to Saturday 10:00 - 01:00
Performance of anything of a similar description to live music, recorded music or performances of dance- indoor only Sunday to Thursday 10:00 - 00:00 Friday to Saturday 10:00 - 01:00
Sale of alcohol – on the premises Sunday to Thursday 11:00 - 23:45 Friday to Saturday 11:00 - 01:00
The opening hours of the premises Sunday to Thursday 08:00 - 00:00 Friday to Saturday 08:00 - 01:30
2. Modify the following condition as set out below:-
Condition 32 amended to:- A minimum of three SIA licensed door supervisors shall be on duty at the premises from 20:00 on Friday and Saturday
Add the following condition: A responsible member of staff shall organise and accommodate meetings to discuss the operation of the premises with residents at least 2 times per calendar year. The meeting shall be advertised at least 14 days before its due date by letter to residents and residents’ associations in the locality as well as to the Licensing Authority.
3. The licence is subject to any mandatory conditions
4. The licence is subject to the conditions agreed by the Applicant as amended by the Committee
5. The Licence is subject to conditions imposed by the Committee
This licence becomes operational with immediate effect. If problems are experienced, then an application for a review of the premises licence can be made.
A copy of this Committee’s full decision including its reasons and the full text of the conditions added to the licence will be sent to the parties forthwith.
