Roll Call and Declarations of Interest At the start of the meeting the Chair will carry out a roll-call of committee members to confirm attendance. Members will also have an opportunity to declare any interests.
If a Councillor has a disclosable pecuniary interest in a particular item, whether or not it is entered in the Authority’s register of interests, or any other significant interest which they consider should be declared in the public interest, they should declare the existence and, unless it is a sensitive interest as defined in the Member Code of Conduct, the nature of the interest at the commencement of the consideration of that item or as soon as it becomes apparent.
At meetings where members of the public are allowed to be in attendance and speak, any Councillor with a disclosable pecuniary interest or other significant interest may also make representations, give evidence or answer questions about the matter. The Councillor must then withdraw immediately from the meeting before the matter is discussed and any vote taken.
Where Members of the public are not allowed to be in attendance and speak, then the Councillor with a disclosable pecuniary interest should withdraw from the meeting whilst the matter is under consideration. Councillors who have declared other significant interests should also withdraw from the meeting if they consider their continued participation in the matter would not be reasonable in the circumstances and may give rise to a perception of a conflict of interest.
Councillors are not obliged to withdraw from the meeting where a dispensation to that effect has been obtained from the Standards Committee. |

Decision: The Committee has considered an application for the grant of a premises licence from 14 July 2021 to 26 September 2021 under the Licensing Act 2003.
In summary, the Committee has decided, after taking into account all of the individual circumstances of this case and the promotion of the four licensing objectives to:
1. Grant the application as follows:
Performance of dance – Indoors and outdoors Exhibition of a film – Indoors and outdoors Performance of live music – Indoors and outdoors Playing of recorded music– Indoors and outdoors Entertainment similar to music or dance– Indoors and outdoors Performance of a play– Indoors and outdoors
Sunday to Wednesday 10:30 - 22:00 Thursday – Saturday 10:30 - 23:30
Sale of alcohol – On the premises only Monday to Sunday 12:00 - 23:00
2. That the hours the Premises will be open to public will be as follows:
Sunday - Wednesday 10:00 - 23:00 Thursday- Saturday 10:00 - 00:00
This licence becomes operational with immediate effect. If problems are experienced, then an application for a review of the premises licence can be made.
A copy of this Committee’s full decision including its reasons and the full text of the conditions added to the licence will be sent to the parties forthwith.
If the Applicant is unhappy with the decision they are entitled to appeal to the magistrates’ court within 21 days from the date of notification of the full decision. |
