Apologies for Absence

Apologies for absence were received from Councillors Iain Cassidy, Ben Coleman, Sharon Holder and Anne Rosenberg.

Declarations of Interests

If a Councillor has a disclosable pecuniary interest in a particular item, whether or not it is entered in the Authority’s register of interests, or any other significant interest which they consider should be declared in the public interest, they should declare the existence and, unless it is a sensitive interest as defined in the Member Code of Conduct, the nature of the interest at the commencement of the consideration of that item or as soon as it becomes apparent.

 

At meetings where members of the public are allowed to be in attendance and speak, any Councillor with a disclosable pecuniary interest or other significant interest may also make representations, give evidence or answer questions about the matter.  The Councillor must then withdraw immediately from the meeting before the matter is discussed and any vote taken.

 

Where Members of the public are not allowed to be in attendance and speak, then the Councillor with a disclosable pecuniary interest should withdraw from the meeting whilst the matter is under consideration. Councillors who have declared other significant interests should also withdraw from the meeting if they consider their continued participation in the matter would not be reasonable in the circumstances and may give rise to a perception of a conflict of interest.

 

Councillors are not obliged to withdraw from the meeting where a dispensation to that effect has been obtained from the Audit, Pensions and Standards Committee.

Freedom of the Borough and Honorary Alderman – Mr Kenneth Michael Cartwright JP, FRICS pdf icon PDF 92 KB

In recognition of Mr Kenneth Michael Cartwright’s achievements and contributions to the wellbeing of the residents of our borough (and across London), the Council is requested to confer on him the “Freedom of the Borough” and the honorary title “Honorary Alderman of the Borough”.

8.35pm – The report and recommendations were moved for adoption by the Leader of the Council, Councillor Stephen Cowan. Speeches on the report were made by Councillors Stephen Cowan, Mercy Umeh, Colin Aherne, PJ Murphy, Sue Fennimore, Lisa Homan, Andrew Jones, Guy Vincent, Wesley Harcourt and Rory Vaughan (for the Administration) and Councillor Adronie Alford, Andrew Brown and Alex Karmel (for the Opposition).

 

After the speeches, the report and recommendations were put to the vote:

9.32pm – RESOLVED

 

That pursuant to Section 249 of the Local Government Act 1972 (as amended by the Local Democracy, Economic Development and Construction Act 2009) the Council confer the “Freedom of the Borough” and title “Honorary Alderman of the London Borough of Hammersmith and Fulham” on Mr Kenneth Michael Cartwright JP, FRICS in recognition of selflessly serving the residents of this Council for 26 years and acting as a community champion for the area.

 

The Mayor presented a scroll to Alderman Kenneth Michael Cartwright JP, FRICS and he gave a speech thanking the Council for the honour bestowed on him.
