Award of contract for spandrel panel replacement and associated works on four high-rise blocks

Purpose:

This report seeks approval to award a works contract to enable the continuation of a programme to replace insulated panels forming part of the external walls of residential buildings, either fixed to masonry or incorporated into window frames.

Decision:

1.          To note that Appendices 1-2 are not for publication on the basis that they contain information relating to the financial or business affairs of any particular person (including the authority holding that information) as set out in paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended).

 

2.          That the Executive Director of Finance and Corporate Services, in consultation with the Cabinet Member for Housing and Homelessness, approves the appointment of Mulalley & Company Ltd. via the South East Consortium Fire Safety Framework (External Fire Protection) (“SEC Framework”), to undertake spandrel panel replacement and associated works to 1-68 Herbert Morrison House SW6, 1-68 Jepson House SW6, 9-67 Muscal House W6, and 1-28 Standish House W6 for a sum of £944,849. The project is expected to start on Tuesday, 20 January 2025 with an estimated completion date, including sign off by the Building Regulator, of Wednesday, 18 July 2026.

 

3.          That the Executive Director of Finance and Corporate Services, in consultation with the Cabinet Member for Housing and Homelessness, approves the contingency sum detailed in exempt Appendix 2 to deal with any unforeseen works that may arise during the delivery of the project.

 

4.          That the Executive Director of Finance and Corporate Services, in consultation with the Cabinet Member for Housing and Homelessness, notes that the consultancy support will be provided by Baily Garner LLP. in accordance with the procurement strategy and contract award approved in October 2021. Fees of £29,233 have been incurred to date out of a total estimated fee of £57,300.

Reasons for the decision:

1.          A Procurement Strategy for this project was approved by the Strategic Director of Finance, in consultation with the Cabinet Member for Housing and Homelessness, on Thursday, 21st March 2024. The decision was published on Monday, 22nd April 2024, effective from Friday, 26 April 2024.

 

2.          The decision above is required to appoint the successful contractor to carry out the works required in these properties.

Alternative options considered:

1.          In accordance with the approved procurement strategy, the procurement has been undertaken using the SEC framework by way of a mini-competition under its Fire Safety Framework (External Fire Protection).

 

2.          Expressions of interest were sought from the nine suppliers on the framework with six asking to be included in the process. An invitation to tender was published on the capitalEsourcing portal on Monday, 5 August 2024 with a closing date of Wednesday, 18 September 2024. Tender submissions were received from three suppliers.

 

3.          The tender appraisal panel evaluated all submissions in accordance with the mini competition set out in the Invitation to Tender (ITT) using Most Economically Advantageous Tender (MEAT) criterion with a weighting of 60% to qualitative and technical aspects of the tender submission and 40% to price.

 

4.          The table below sets out the clarified and moderated scores achieved by each supplier as assessed by the evaluation panel. Further scoring information is provided at exempt Appendix 1.

 

 

5.          Based on the evaluation process carried out in accordance with the approved procurement strategy and Invitation to Tender, officers therefore recommend acceptance of the tender submitted by Mulalley & Company Ltd.
