Decision details

Final Phase LED lighting contract for block communal lighting

Decision Maker: Strategic Director of the Economy Department

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

We recently completed 'phase one' of our LED lighting programme. This involved upgrading communal lighting in corridor stairs and exterior of buildings in blocks on Council Housing Estates.

We are now seeking approval to compliantly direct award the 'phase 2' contract (estimated at £850,000) to Openview Security Solution Limited via the London Housing Consortium Framework, LOT 'Whole House Refurbishments and Associated Works framework (WH2)'.

Decision:

That Strategic Director for the Economy in consultation with the Cabinet Member for Housing and Homelessness approves:

·         Compliant contract direct award to OpenView Security Solutions Limited via the London Housing Consortium Framework. The contract will be for £850,000.

Reasons for the decision:

In October 2023, the service seeks to begin ‘final phase’ of the programme for LED lighting upgrades to communal lighting in corridor stairs and exterior of buildings in blocks on Council Housing Estates. The award of this contract is critical in delivering these works.

Alternative options considered:

There are a range of procurement options available to procure providers of these works:

·         Competitive tender

·         Mini-competition from a suitable framework or Dynamic Purchasing System (DPS)

·         Direct award from a suitable framework – Recommended Option

·         Direct award outside of any framework.
