Purpose:

This report seeks authorisation to amend the Thames Path Public Sace Protection Order agreed by the Cabinet Member for Social Inclusion & Community Safety on 23rd June 2023. This is in line with the delegation agreed by the Cabinet Member on 28th June 2023.

The amendment being sought changes which types of bicycles are permitted to ride on the Thames Path. The original order prohibited the use of all e-bikes on the Thames Path. This report seeks to add an exemption for e-bikes which comply with the Electrically Assisted Pedal Cycles (Amendment) Regulations 2015.

Decision:

That the Director of Public Protection: 

 

1.         Approves the minor variation of the Thames Path Public Space Protection Order (PSPO) to create an exemption for e-bikes which comply with the Electrically Assisted Pedal Cycle (Amendment) Regulations 2015.

 

Reasons for the decision:

Following a review of the Thames Path PSPO to ensure the scope and function of the PSPO is as clear as possible to all, clarification has been provided regarding what constitutes an “E-bike". It is agreed that Electrically Assisted Pedal Cycles (EAPCs) present a reduced risk in comparison to other e-bikes, based on the fact EAPC speeds are limited. For this reason it is no longer recommended that EAPCs be prohibited from the Thames Path.
