The decision is to agree that the Contract
with Housing 21 will start from February 2023 until 31st March
2027.
The decision is to agree that the total value of the four-year
Housing 21 Minterne Gardens contract is expected to be
£3,919,566.
The service is based on a core and flexi model which fits around
resident’s needs. This contract will provide a consistent and
sustainable Extra Care Service for resident of the borough, which
promotes independent living, enabling them to remain in their own
home for as long as possible and reduces the need for more
expensive residential care.
1. To note that Appendix 2 is not for publication on the basis that it is legally privileged as set out in paragraph 5 of Schedule 12A of the Local Government Act 1972.
2.To agree that the Contract will start from February 2023 until 31st March 2027 to bring it in line with the Elgin Extra Care contract.
3.The total value of the four-year Housing 21 Minterne Gardens contract is expected to be £3,919,566. The service is based on a core and flexi model which fits around resident’s needs. This contract will provide a consistent and sustainable Extra Care Service for resident of the borough, which promotes independent living, enabling them to remain in their own home for as long as possible and reduces the need for more expensive residential care.
1. The housing provider of Minterne Gardens also delivers Extra Care Services elsewhere. They have the expertise to react quickly to the needs of the decanted Elmgrove residents.
2. Housing 21 have previous experience of mobilising services with short notice and collaborating with Local Authorities to establish referral and admission processes.
3. The hand-over of the building in early 2023 does not allow for a time-consuming tender process and we cannot delay filling the voids.
1. Option 1 - Do Not Provide Any Extra Care Services at Minterne Gardens.

2. Option 2 - Undertake a competitive tendering exercise.
This is not a recommended option.
3. Option 3 – Provide an In-house service.
This is not a recommended option.
4. Option 4 – Allow the Extra Care Housing provider to deliver the care and support services at Minterne Gardens. This is the Recommended option.
