Purpose:

Managed services for temporary agency resources - approval to utilise previously agreed one year extension

Decision:

It is recommended that approval be given for the extension of the Customer Agreement in respect of Managed Services for Temporary Agency Resources (the Contract) for a period of 12 months, commencing 1 July 2021 and ending on 30th June 2022. The cost of the 12-month extension is £23.5m. The maximum value of the Contract remains at £47,000,000.

 

Reasons for the decision:

The council’s current contract with Pertemps Recruitment Partnership Limited (Pertemps) (the “Service Provider”) under ESPO Framework (Mstar3) for the provision of agency workers is due to terminate on 30 June 2021. On 1st June 2020, the contract was awarded for a 1-year period with the option to extend for a further 1-year, ending June 2022.

 

The Service Provider remains extremely proactive in supporting the council with the supply of agency workers to priority services and has a good understanding of current demands and priorities.   The current provision is a streamlined process that gives managers 24/7 access to an ordering system, standardised processes and direct contact with the Service Provider. Award of the extension to the contract to the  Service Provider for a further period of 1 year will be aligned to the council’s corporate COVID -19 recovery programme.
