The LED programme proposal has two (2) main
parts - Estate Lighting and Communal Lighting. The proposal is to
replace the existing residential block and estate lighting with LED
equivalent, which is consistent with the Council’s aim of
being the greenest borough in the country.
That the Cabinet Member for Housing:
1. Agree that the five appendices to this report are exempt from disclosure on the grounds that they contain information relating to the financial or business affairs of a particular person (including the authority holding that information) under Paragraph 3 of Schedule 12A of the Local Government Act 1972;
2. Approves the award of contract for Lot 1 (Estate Lighting) to, Cable Test Limited, for a total contract sum of £307,878.05;
3. Approves the award of contract for Lot 2 (Block Communal Lighting – Option 3) to, OpenView Security Solutions Limited, for a total contract sum of £4,559,575.41;
4. Approves the contingency set out in exempt Appendix 3 and authorises the Assistant Director of Property and Compliance to take decisions on expenditure against the approved contingency sum.
The Cabinet Paper titled, ‘Asset Management Compliance Strategy and Compliance Programme’, dated 1st July 2019, set out the reasons for undertaking a capital programme of works and authorised the LED Programme scheme as a priority category to deliver electrical safety works.
The Cabinet Paper titled, ‘Business Case & Procurement Strategy: The Procurement of LED Lighting for Residential Blocks and Estate Column Lighting’ dated, 4th March 2019, approved the procurement strategy for procuring these works.
The decision in this report is to award, Lot 1 (Estate Lighting) to Cable Test Limited and Lot 2 (Block Communal Lighting - Option 3) to OpenView Security Solutions Limited and, is in line with the delegation to the Cabinet Member for Housing as set out in paragraph 2.2 (Recommendations) of the Cabinet Paper titled ‘Asset Management Compliance Strategy and Compliance Programme’ dated, 1st July 2019.
