Replacement Works of Spandrel Panels to comply with MHCLG ‘Advice Note 19’ to all owners of buildings 18 meters in height or above.
Reason for urgency:
This procurement is time-critical and needs to be procured because the spandrel panels for the identified properties may, under certain conditions, enable the spread of flames. The replacement of spandrel panel systems would address issues of fire safety with panels and problems of poor installation when panels were previously fitted. There are no repairing / remedial solutions available that would retain the panels and negate the risk. Therefore, critical remedial works must be undertaken to remedy the situation.

2. To approve the Procurement Strategy to use Southeast Consortium’s Fire Remedial Works framework as detailed in Appendix 2 (Procurement Strategy) to the value of £2,030,000;
3. To delegate authority to the Strategic Director of The Economy Department to award the contract procured in accordance with the Procurement Strategy at Appendix 2.
4. To delegate authority to the Strategic Director of the Economy Department to amend or make changes to the proposed works in Appendix 2 for operational reasons, where such amendments can be contained within the overall approved budget envelope and available resources.
1. To comply with the requirements contained in the Council’s Contract Standing Orders (CSO) to seek approval for the Procurement Strategy to use SEC’s Fire Remedial Works Framework to appoint the Rank One contractor.
2. The Council is the responsible landlord of the identified properties in Appendix 1. The objectives set out in the Housing Asset and Compliance Strategy, agreed by Cabinet in December 2018, prioritises work in respect of the delivery of the Fire Safety Plus, other health and safety compliance works and pre-agreed works.
3. The Council’s number one priority is the safety and welfare of all its residents. This project will ensure that the Council fulfils its duty of care towards residents by following a compliance-based programme of works for the investment decisions in respect of the identified properties in Appendix 1.

(c) Option 3 - Use SEC’s Fire Remedial Works framework – preferred option.
