Purpose:

Seeking to directly award a £4,500,000, 3 year contract to an existing contractor for Capital Repair and Disrepair Works.

This will be a direct contract award outside of a compliant framework/DPS or open procurement competition and therefore this is a waiver request to contract standing orders.

We are pursuing this route as the contractor in question has a strong track record of delivery for LBHF and further more they are currently working on similar orders. This will mean minimal handover/transition pressure which is essential for ensuring continuity of service within a high demand works area.

·         Competitive tender

·         Mini-competition call-off from a suitable framework or Dynamic Purchasing System (DPS0

·         Direct award call-off from a suitable framework

 

Calling off from a suitable framework to appoint Cablesheer would offer the best option in terms of offering both speed and administrative robustness and giving a compliant route to enter into a contract. On that note, we propose calling off a 3 year contract for £4,500,000 to Cablesheer via the ‘National Framework Partnership for construction- Lot 1- Construction schemes up to 10m, in and around Kent’.
