Continuity of the 0-19 children’s public health nursing contract

Purpose:

Public Health has a contract with Central London Community Healthcare (CLCH) for children’s public health nursing services. The Local Authority proposes to enter the further year of the contract which is 2020-2021.

Decision:

1.    To note that Appendix 1 is not for publication on the basis that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information) as set out in paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended).

 

2.    To implement the first two three-month extensions, as provided for within the contract and within the authority given by the Cabinet on 4 March 2019, so as to enable the contract to continue until 30th September 2020, thereby maintaining continuity and ensuring a safe running of the service.

 

3.    To replace the Family Nurse Partnership Service (FNP) with high needs Health Visiting interventions. FNP will be decommissioned over six months.

 

Reasons for the decision:

Continuation is required in order to maintain safe delivery of the service.

 

The six-month extension will allow for necessary recommissioning activity to be undertaken. During this period evidence will be obtained to indicate whether procurement may be completed by September 2020, or whether a further period of 6 months (until March 2021) may be appropriate.

 

Alternative options considered:

There are no other options to deliver the service at this time during an ongoing process of commissioning where future needs are being established and evaluated.
