It is necessary for the direct award of contract to be made at least two months in advance of the proposed contract start date to provide the contractor with the required legal certainty to enable them to plan for the provision of services. Additionally without this assurance the contractor is unable to offer continued employment to their workforce and would have no alternative other than to serve redundancy notices. This is a key service to vulnerable people and it is imperative measures are agreed to ensure continuity of service.
