26/07/2020 - Contract Award for CCTV maintenance and installations for the public realm, emergency planning and parking enforcement CCTV systems ref: 4163    Recommendations Approved

The existing six month short term contract for CCTV maintenance and new installations was awarded to Boston Networks Ltd on 24 December 2019 and is due to expire on 31 July 2020. The short-term contract was issued to allow for the preparation of a new four year contract for CCTV maintenance and installations and to ensure continuity of service during the interim period.

On 20 February 2020 the Deputy Leader approved the procurement strategy for a new contract with a period of four years (from 1 August 2020) using a mini-competition through the Crown Commercial Service (CCS) framework “Network Services 2 RM3808 Lot 12 Security and Surveillance Services”. This report sets out the results of the re-procurement and makes recommendations for the contract award.

 

Reasons for Urgency:

The key decision to award the contract is most urgent because the contract has to be fully operational by 01 August 2020.

To approve the contract award for CCTV maintenance and installations for the public realm, emergency planning and parking enforcement to Boston Networks Ltd, for a period of four years commencing on 1st August 2020. The maximum contract lifetime value is £4,704,000 comprising a fixed element for maintenance and a variable element for installations over the contract period.

26/07/2020 - Contract Award Report - Spandrel Panels Replacement Works ref: 4164    Recommendations Approved

This report seeks approval from the Strategic Director for The Economy Department to award a contract for ‘Spandrel Panels Replacement Works’. The Procurement Strategy that was approved by the concerned Cabinet Member for Housing on 15th May 2020 authorised the use of the direct award procedure under the Southeast Consortium (SEC) Framework to appoint a contractor to deliver these works.

 

Reasons for urgency:

 

This procurement is time-critical and needs to be procured because the spandrel panels for the identified properties may, under certain conditions, enable the spread of flames. The replacement of spandrel panel systems would address issues of fire safety with panels and problems of poor installation when panels were previously fitted. There are no repairing / remedial solutions available that would retain the panels and negate the risk. Therefore, critical remedial works must be undertaken to remedy the situation.

2              That the Strategic Director for the Economy Department approves the award of contract to, Kier Group, to undertake the Spandrel Panels Replacement Works for a total contract sum of £2,030,000. The contract will be for a term of two (2) years.

Approval for an amendment to the procurement strategy for the Integrated Housing Management System

That the Cabinet Member for Housing approves the procurement strategy for the Integrated Housing Management System (IHMS) for a mini competition using Lot 2b of the Data and Applications Solutions (DAS) Framework provided by Crown Commercial Services.

21/07/2020 - Podium Deck Cover Renewal at the Kings Mall/Ashcroft Square Hammersmith London ref: 4160    Recommendations Approved

The freeholders of Kings Mall/Ashcroft Square propose to carry out redevelopment which will involve replacing the podium deck cover which separates the retail units on the ground floor from the housing blocks on the upper level and is beyond further repair.

 

Reasons for urgency:

 

An urgent approval for the renewal to proceed is required to avoid further water ingress to the retail units on the lower level. As the Head Lessor Hammersmith and Fulham are liable to contribute 50% of any costs, as per the terms of the lease. The freeholders are planning to commence the works toward the end of July therefore approval of Hammersmith and Fulham’s contribution is urgently required.

Decision:

That the Council enters into an agreement with Ingka covering the following matters:

 

1.    approval of the estimated cost provided by Ingka.  The final cost will be confirmed following competitive tendering

 

2.    payment by the Council of up to £1.3 million being the estimate of 50% of the podium cover costs (minus the contribution by the leaseholder) which is required to be paid under the terms of the lease between the Council and Ingka

 

3.    In the event of a dispute the Council will consent to any application made by the Landlord to the first Tier Tribunal (Property Chamber) in so far as is necessary to give effect to the agreement between the parties

 

4.    that the service charge liability payable by the Council’s leaseholders to the Council for the proposed works (estimated to be £200,000) will be borne by Ingka in consideration for the Council agreeing to dispense with  requirement for a consultation for the proposed words under  Section 20 of the Landlord and Tenant Act 1985.
