30/06/2020 - Procurement Strategy - Renewal of Door Entry Systems ref: 4148    Recommendations Approved

Replacement of Door Entry Systems serving Communal Entrance Doors to residential buildings throughout the Borough that are aged over 30 years old and in need of urgent replacement.

Decision:

That the Cabinet Member for Housing:

 

(a)           approves the Procurement Strategy for the installation of new door entry systems at an estimated annual cost of £727,667 and a total contract value of £2,183,000 over a 3-year period as detailed in Appendix 1 (Procurement Strategy);

 

(b)           delegates authority to the Strategic Director of The Economy Department to award the contract procured in accordance with the Procurement Strategy at Appendix 1.

 

(c)           delegates authority to the Strategic Director of the Economy Department to amend or make changes to the proposed works for operational reasons, where such amendments can be contained within the overall approved budget envelope and available resources.

22/06/2020 - Amendment to Electrical Testing and Works Contract ref: 4144    Recommendations Approved

To extend the contract to 31st December 2020 and to increase its total value to £2,160,000.

Reason for urgency:

 

The decision is urgent as the contract expired on the 27th April 2020.

Decision:

1.    To note that Appendix C is not for publication on the basis that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information) as set out in paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended).

 

2.    To ratify the increased value of the contract with McIntyre Electrical Services Limited, which exceeded the original approval by £842,455 by the end of March 2020.

 

3.    Approve a modification to the Contract with McIntyre Electrical Services Limited for electrical testing and associated remedial works in relation to current orders (as set out in Appendix A and Appendix B) to be completed by no later than 31st December 2020. This represents a future spend of £692,545 and a resulting total contract value of £2,160,000.

 

4.    To extend the Contract with McIntyre Electrical Limited as follows:

·       from 18th April to 31st July for all Council out of hours emergency works as and when they arise; and

·       from 18th April until such time as the Orders listed in Appendix A and Appendix B are completed or on 31st December whichever is the sooner in respect of the Orders already placed with the Contractor.

19/06/2020 - Award report for Nourish Hub Refurbishment Works contract ref: 4138    Recommendations Approved

The Nourish Hub will provide a space that is open for everyone, helps to combat isolation, tackles food insecurity for local residents and creates opportunities in education and training around food. It will form a critical part of the recovery of communities in White City, working with the community and local partners to tackle a wide range of Covid related impacts as well as long standing challenges.

 

This report recommends the appointment of Carmelcrest Ltd to undertake the refurbishment and fit-out of the Nourish Hub at 1 St Anns road, W11. It also sets out how the appointment process was carried out in accordance with the Procurement Strategy approved by Cabinet on 1st July 2019, which delegated the award decision to the Strategic Director for the Economy.

18/06/2020 - Contract Award Report: Asbestos Removal ref: 4143    Recommendations Approved

A report to award a five year contract for an Asbestos removal service for the borough's housing stock. Authority to award this contract was delegated by Cabinet to the Cabinet Member for Housing.

Reasons for urgency:

 

The evaluation of the contract bids has been carried out and there is a need to urgently proceed to contract award, in order to maximise the period of mobilisation before the contract starts on 1st August 2020. There are major mobilisation activities that need to commence straightaway: such as full training in the Council's Asbestos process and Health and Safety policies. Any delay to mobilisation threatens service continuity beyond 1st August 2020 of what is a crucial service for the Health and Safety of residents.

It is recommended that the Cabinet Member for Housing:

 

1.    Notes that Appendix A is not for publication on the basis that it contains information relating to the financial or business affairs of any particular person (including the authority holding that information) as set out in paragraph 3 of Schedule 12A of the Local Government Act 1972 (as amended).

 

2.    Approves the award of the Asbestos removal contractfor five years to 31st July 2025 with a provision to extend for up to two 12-month periods, to Erith Contractors Limited for the value of £1,000,000 (consisting of estimated spend for variable volume work, priced against bespoke prices). 

 

3.    agrees the award of a reserve contract to European Asbestos Services.

 

4.    notes that the award of the contract cannot be made until the conclusion of the S.20 consultation referred to in section 5 of the report.

 

5.    agrees that for 2020/21, the part-year costs of this contract of £133,000are funded from existing revenue budgets within the Housing Revenue Account (£133,000).

 

6.    agrees that from 2021/22 onwards, the full-year costs of this contract of £200,000are funded from existing revenue budgets within the Housing Revenue Account (£200,000).
