22/10/2020 - Contract Award - Sprinklers Installation at Edward Woods Estate and Drake & Shackleton Courts ref: 4198    Recommendations Approved

This report seeks approval from the Cabinet Member for Housing to award a contract for the Sprinklers Installation at Edward Woods Estate and Drake & Shackleton Courts to Kier Services Limited.

Reasons for Urgency:

This decision is urgent because all the five (5) properties are in a state of high risk and the installation of the sprinklers will provide an additional layer of fire safety resilience and a much safer environment.

Decision:

1             To note that the Appendices to this report are exempt from disclosure on the grounds that they contain information relating to the financial or business affairs of a particular person (including the authority holding that information) under Paragraph 3 of Schedule 12A of the Local Government Act 1972, and in all circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

 

2              That the Cabinet Member for Housing approves the award of contract to Kier Services Ltd., for the value of £2,125,078 to carry out the Sprinklers Installation at Edward Woods Estate and Drake & Shackleton Courts.

 

3              That the Cabinet Member for Housing approves the contingency set out in exempt Appendix 2 and authorises the Assistant Director of Property and Compliance to take decisions on expenditure against the approved contingency sum.

20/10/2020 - Civic Campus: Approval to enter into all necessary legal agreements to purchase the commercial units ref: 4197    Recommendations Approved

This report seeks agreement to purchase the commercial units from the West King Street LLP developed as part of the Civic Campus program.

Reason for urgency:
The Civic Campus programme requires this decision in order for it to proceed on time and on budget, as completing this decision is required before the joint venture can enter into a building contract and start construction.

Decision:

1.    That appendices 1- 6 are not for publication on the basis that  they contain information relating to the financial or business affairs of a particular person (including the authority holding that information) under paragraph 3 of Schedule 12A of the Local Government Act 1972, and in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, be agreed

 

2.    That the Council enters into the development agreement with West King Street LLP for the purchase of the commercial units being developed as part of the Civic Campus Programme by West King Street LLP for £63,000,000 (a draft of which is appended at Appendix 4)

 

3.    That the Council grants commercial leases of the Civic Campus commercial units (a draft of which is appended at Appendix 5) to H&F Housing Developments Limited

 

4.    That the Council, enters in the Trust Deed with H&F Housing Development Limited (a draft of which is appended at Appendix 6)

 

5.    To note that to improve the financial viability of the acquisition and return to the council, and to mitigate the impact of increased costs within the financial model, that up to £10m of 106 funding for affordable workspace from the Olympia Section 106 agreement is proposed to be used to fund part of the purchase cost, and the associated decision for this will be included in a future cabinet report.

15/10/2020 - Civic Campus: Award of Contract for the Refurbishment and Fit-Out of the Town Hall ref: 4196    Recommendations Approved

Approve the award of a works contract to Ardmore Construction Limited for the refurbishment and fit out of the Town Hall.

The budget was agreed at the 3rd December 2018 Cabinet meeting.


Reason for urgency:
It is contractual requirement for the Council to make this decision on the Civic Campus so that the development can proceed and the joint venture can enter into building contracts.

1.            That Appendices 1,  2 & 3 are not for publication on the basis that  they contain information relating to the financial or business affairs of a particular person (including the authority holding that information) under Paragraph 3 of Schedule 12A of the Local Government Act 1972, and in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information, be agreed; and

 

2.            That the Council enters into the contract with Ardmore Construction Limited for the refurbishment of the existing Grade 2 Listed Building plus the fit out of the Town Hall (including Category B fit out of the glass box vertical extension) a copy of which is appended at Appendix 1.
