This report seeks the Committee’s approval for the Council’s Statement of Licensing Policy 2010, which has been publicly consulted upon, prior to its submission to Council.
Section 5 of the Licensing Act 2003 requires a licensing authority to prepare, consult and publish a Statement of Licensing Policy every three years, it was last reviewed in 2007 and the new policy must be published by January 2011.
A draft revised Statement of Licensing Policy was sent out for consultation between the 8th June 2010 to the 30th August 2010. Issues which arose during consultation were recorded and taken into account during the review.
This report outlines the review and consultation process, issues for consideration and the proposed amendments which were the subject of public consultation, and seeks the views of the committee. The draft new statement is attached as Appendix 6.
Once approved, the Statement of Licensing Policy will supersede the 2007 policy and will be the key document which the Licensing Committee will use to assist in the determination of applications.
