Purpose:

The existing six month short term contract for CCTV maintenance and new installations was awarded to Boston Networks Ltd on 24 December 2019 and is due to expire on 31 July 2020. The short-term contract was issued to allow for the preparation of a new four year contract for CCTV maintenance and installations and to ensure continuity of service during the interim period.

On 20 February 2020 the Deputy Leader approved the procurement strategy for a new contract with a period of four years (from 1 August 2020) using a mini-competition through the Crown Commercial Service (CCS) framework “Network Services 2 RM3808 Lot 12 Security and Surveillance Services”. This report sets out the results of the re-procurement and makes recommendations for the contract award.

 

Reasons for Urgency:

The key decision to award the contract is most urgent because the contract has to be fully operational by 01 August 2020.

 

Decision:

To approve the contract award for CCTV maintenance and installations for the public realm, emergency planning and parking enforcement to Boston Networks Ltd, for a period of four years commencing on 1st August 2020. The maximum contract lifetime value is £4,704,000 comprising a fixed element for maintenance and a variable element for installations over the contract period.

 

Reasons for the decision:

In accordance with the approved procurement strategy, the recommended contractor (Boston Networks Ltd) submitted a quotation that achieved the highest score based on a combination of price and quality. The quotation therefore represents the most economically advantageous tender for the Council.

 

 

Alternative options considered:

Option 1: Award the contract to Boston Networks Ltd, effective from 1 August 2020. As the highest scoring tender, this is the recommended option.

 

Option 2: Do not award a new contract from 1 August 2020. The Council must have a new CCTV maintenance and installations contract that is fully operational from 01 August 2020. As such, the council cannot operate a CCTV service without a contract – this option is not recommended.
