This report seeks approval to award a contract
for the provision of multi-disciplinary consultancy services
necessary to deliver a range of projects forming part of the
housing capital programme.
1. That the Cabinet Member agrees to the Council entering into an indemnity agreement with Optivo Limited, as the lead body for the South-East Consortium frameworks proposed to be used, to enable the Council to access the frameworks.
2. That the Cabinet Member approves the award of a contract to Baily Garner under the South East Consortium Consultancy Framework direct award procedure for the provision of multi-disciplinary services to enable the delivery of projects and for the projected fees outlined in Appendix 1.
To provide multi-disciplinary consultancy services to enable the Council to meet existing commitments to residents in relation to capital schemes that have become overdue, and to meet its commitment on the Fire Safety Plus initiative.
This award report is submitted for Cabinet Member approval in accordance with the delegation to her under the Leader’s Urgency decision described in paragraph 1.2.
An analysis of options was undertaken as part of the Business Case and Procurement Strategy advocating the use of third party frameworks, a report approved by the Leader of the Council on 20th September 2018.
The direct award process has been selected for initial consultancy services as officers feel that the Ranked One tenderer has demonstrated it can provide a quality, value-for-money service. A mini-competition process would add further delays to the programme.
