Purpose:

The report recommends award of a contract for Communal Gas Repairs to K&T Heating Services Limited in respect of communal heating schemes and plant rooms at housing properties at an estimated annual value of up to £2.2million, for a period of 12 months with provision to extend for an extra 3 months, from 17th April 2019.

Decision:

It is recommended that the Cabinet Member for Housing approves:

 

The Award of a contract for Communal Gas Repairs to K&T Heating Services Limited in respect of communal heating schemes and plant rooms at housing properties at an estimated annual value of up to £2.2million, for a period of 12 months with provision to extend for an extra 3 months, from 17th April 2019.

Reasons for the decision:

The Council has an obligation to ensure that its properties are maintained in accordance with the current gas regulations, in terms of both repairs and maintenance. It also has obligations under its tenancy agreements with tenants who have a communal heating system to ensure that there is a heating system, and failure to ensure this is maintained could lead to disrepair claims.

 

The above recommendations will ensure that there is continuity of service to its residents, and are required as the current contractor will cease to deliver a gas repairs and maintenance service from the 16th April 2019.

Alternative options considered:

Option 1: To make no award following the procurement process – this is not an option because the Council would then not be able to deliver its statutory and contractual obligations.

 

Option 2 is to award a contract following the tender exercise – this is the recommended option.
