Purpose:

This report seeks Cabinet Member approval to directly award a one-year contract for the Baris software.

Decision:

 

1.    It is recommended that the Cabinet Member for Housing acting on the advice of the Chief Monitoring Officer:

 

2.    approves a waiver of the Contract Standing Orders (CSOs) 10.2a requirement to seek competitive tenders in respect of delivery of the Baris software contract and associated IT infrastructure and training on the basis that the nature of the market for the services to be provided has been investigated and has been demonstrated to be such that a departure from the CSOs is justified and that this is in the Council’s overall interests;

 

3.    approves the direct award of a new, standalone contract for the Baris interface solution to Northgate Public Services for a duration of one year. The total contract value is £65,000 excluding VAT;

 

4.    delegates approval to the Strategic Director for Growth and Place in consultation with the Chief Information Officer a budget of up to £30,000 for associated IT infrastructure costs and training associated with the implementation of the new interfaces into the external contractor systems and to make direct awards for contracts up to a cumulative value of this £30,000 budget.

 

 

 

Reasons for the decision:

This report seeks Cabinet Member approval to directly award a contract for the sum of up to £65,000 to NPS (£55,000 set up costs and £10,000 ongoing annual costs) for a period of one year. A direct award is required given the very tight project timelines and need to have a functioning IT solution in place by 17th April 2019, when the Mitie contract comes to an end.

Alternative options considered:

Option 1 – no interface solution, with workarounds (based on email and phone) used to pass information between the Council’s repairs system and those of contractors.

Option 2 – procure an interface solution.

Option 3 - option of opening this contract up to the market.
